Making an offer doesn't always mean that your buyer will proceed to buying the item, that's why the seller may mark the item as 'reserved'. You have to know that buyer may have the tendency to change his/her mind. What if the buyer made an offer already, then after a few minutes she found the same item at a cheaper price set by a different seller? You can't blame the person if he/she decides to opt out of the previous offer because it's his/her money.
