Seller rejected the offer first saying "Sorry pls make a better offer". Then he waited for 12 hours later and suddenly accepted it. Probably no one else made another better offer so he changed his mind. During that 12 hours, I already agreed to buy from another seller. After that, I got a negative feedback. So when dealing with him, you need to cancel the offer yourself because there is a small chance that he will "change his mind" when there's no better offer
