Made offer, arranged tentative meet up place, then MIA for a few days and only responding with apologies after I pinged for a few times. I'm giving neutral feedback (not negative which I normally would for backing out offers) because of the apologies and giving benefit of doubt that maybe he's a first time buyer and had no idea that "make offer" means a commitment to buy. If buyer does in the end make the purchase I will change this feedback to positive.
